What African Governments Are Doing to Support E-Mobility Growth
African governments are increasingly recognizing the transformative potential of e-mobility to address urban air pollution, reduce fossil fuel dependence, and spur economic development. Across the continent, various initiatives and policy frameworks are being implemented to support the growth of electric vehicles (EVs) and their associated infrastructure.
A key strategy involves offering financial incentives to reduce the high upfront cost of EVs. Countries like Rwanda have led the way by exempting electric cars, spare parts, batteries, and charging equipment from VAT, import, and excise duties. Kenya has also introduced tax exemptions for electric motorcycles and is working on a comprehensive e-mobility draft policy. South Africa has implemented a significant tax deduction for manufacturers investing in local production of battery electric and hydrogen-powered vehicles, aiming to transform its automotive industry. These fiscal measures make EVs more accessible to consumers and attract foreign investment into the nascent e-mobility sector.
Beyond incentives, governments are actively investing in and promoting charging infrastructure development. Kenya Power, the national utility, is investing in charging stations, and the National Building Code mandates a percentage of parking spaces for EV charging. South Africa is seeing initiatives for off-grid, solar-powered charging stations along major routes. Furthermore, some governments are directly integrating EVs into public transport. Nigeria's government has approved contracts to deploy electric buses and tricycles, while Senegal has introduced Africa's first all-electric bus rapid transit system through public-private partnerships. Ethiopia has even taken a bold step by banning the import of internal combustion engine vehicles. These concerted efforts demonstrate a growing commitment to fostering a sustainable and electrified transportation future across Africa.
